Methodology

How Blackfoot moves a rezone

Most rezones stall on the same three or four things — comp-plan misalignment, IGA blind spots, weak pre-app discipline, no one in the room at the hearing. The Blackfoot process is built to avoid each of those.

Read the plan

Comprehensive-plan alignment first. Weld County C3 vs Fort Lupton C2, Brighton comp plan, Johnstown growth areas, IGA boundaries along HWY 52 — checked before a property is even under contract.

Pre-app early

Pre-application meeting with staff before any submittal — questionnaire, sketch, and a real conversation about what the department will and won't entertain. Surprises get caught here, not at hearing.

Submit clean

Full COZ package — authorizations, signed statement of taxes, ALTA-grade legal, geohazards and mineral statements, water letter, buffer report, environmental questionnaire. No back-and-forth on completeness.

Show up at hearings

Planning commission, board of adjustment, BOCC — present the case in person, with the hearing packet built around staff's actual concerns. Conditions of approval negotiated in the room, not after.
